Local Plan - Main Modifications consultation
The Local Plan has rechead an important consultation milestone where interested can express their opinion on the Main Modifications proposed to the submitted Local Plan.
The Local Plan Review was submitted for examination in December 2024, and following Hearings sessions which took place virtually in May 2025, November 2025 and January 2026, the Inspectors have recommended modifications to the document if necessary to make the plan sound, in accordance with planning legislation.
South Staffordshire Council is asking for your views on some proposed changes to the South Staffordshire Local Plan Review. These changes are called “Main Modifications” and are part of the plan currently being examined by government inspectors. Comments should focus only on these specific changes, not the Local Plan as a whole.
This consultation on the Main Modifications runs from Thursday, 14th May to midday on Friday, 26th June 2026.
All duly made representations will then be considered by the Inspectors before a final decision is made on whether it can proceed to adoption by the council.
Representations should only relate to the Main Modifications included within the Schedule of Main Modifications below, and not the Local Plan as whole. Representations should only relate to the Main Modifications; this consultation is not an opportunity to repeat or raise further representations about the submitted Plan or to seek further changes to the Plan. Any comments made during the previous Local Plan consultations have already been considered by the Inspectors and should not be resubmitted.
Your representation should be supported by evidence or supporting information wherever possible, and state clearly and precisely how you think the Main Modification should be amended and the reason(s) why, having regard as appropriate to the soundness tests or matters of legal compliance (as detailed in the Guidance Note found under 'Supporting Documents'). In short, the modifications must:
- Meet the tests of soundness set out in paragraph 35 of the National Planning Policy Framework (December 2023 version, which this plan is being examined against).
It is important to be as succinct as possible, and do not assume that there will be another opportunity to make a submission.

Proposed Main Modifications Consultation
The South Staffordshire Local Plan was submitted for examination in December 2024, and following hearings in May and November 2025 and January 2026, the council has proposed Main Modifications to the plan to address issues of legal compliance and soundness. The Council is consulting on these proposed Main Modifications across a 6-week consultation period.
This consultation provides an opportunity for those with an interest in it to make representations about the proposed Main Modifications to the Local Plan. All duly made representations will then be considered by the Inspectors before a final decision is made on whether it can proceed to adoption by the council.
The consultation is only seeking comments on issues of legal compliance or soundness of the Main Modifications proposed to the submitted Regulation 19 Local Plan. It is not an opportunity to repeat or raise further representations or seek further changes to the plan. A Sustainability Appraisal and Habitats Regulations Assessment of the Main Modifications has also been prepared.
