
Community Governance Review 2025/26
South Staffordshire Council is launching a Community Governance Review across the district that focuses on how parish councils are set up and governed locally - separate from any wider Local Government Reorganisation consultation.
Parish councils play an important role in managing local services like community centres, allotments, and war memorials. The review aims to ensure these councils remain effective, fair, and representative of their communities.
We invite all residents, parish councils, community groups, and interested stakeholders to share their views through our online survey (printed copies available on request by emailing elections@sstaffs.gov.uk or visiting us at the Codsall Community Hub). Your feedback will help decide if parish boundaries, council sizes, electoral arrangements, or parish groupings should change. Please note, all representations are required by law to be published but, if you are an individual, your name and contact details will not be published.

Phases
Phase 5 - Final Stage: Publication and Implementation
We have completed Stage 3, which ran from Friday 31st October to Tuesday 31st December 2025. This stage included further public consultation on the proposal and received 12 responses in total for the proposal to revert back to the inclusion of the West Ward (pre-2022 review) within Penkridge Parish Council area.
Standards and Resources Committee reviewed all feedback recieved during the consultation on the draft recommendations and decided not to proceed with the proposal. This concludes stage 4 of the community governance review with no changes to any parish council areas.
