Community Governance Review 2025/26

South Staffordshire Council is launching a Community Governance Review across the district that focuses on how parish councils are set up and governed locally - separate from any wider Local Government Reorganisation consultation.

Parish councils play an important role in managing local services like community centres, allotments, and war memorials. The review aims to ensure these councils remain effective, fair, and representative of their communities.

We invite all residents, parish councils, community groups, and interested stakeholders to share their views through our online survey (printed copies available on request by emailing elections@sstaffs.gov.uk or visiting us at the Codsall Community Hub). Your feedback will help decide if parish boundaries, council sizes, electoral arrangements, or parish groupings should change. Please note, all representations are required by law to be published but, if you are an individual, your name and contact details will not be published.

Thank you to everyone who took part in the first stage of the Community Governance Review (CGR). The initial consultation received 50 responses from residents and parish councils across 22 of the 27 parish council areas.

We’ve now completed Stage 2, where the Council’s Standards and Resources Committee reviewed all the submissions received and agreed that one proposal should go forward to Stage 3.

We’re now entering Stage 3, which begins on Friday 31st October and runs until Tuesday 31st December 2025. This stage includes further public consultation on the proposal.

If you live in the former West Ward area of Penkridge Parish Council (see map), this is your chance to have your say on the proposed change to revert back to the inclusion of the West Ward (pre-2022 review) within Penkridge Parish Council area. 

The number of councillors was unaffected (15) but adjusted the wards to remove the west ward:

  • Pre-2022 review: Gailey (1), Levedale (1), North East (4), South East (6), West (3)
  • Post-2022 review: Gailey (1), Levedale (1), North East (5), South East (8)
