
Bilbrook Neighbourhood Plan

Bilbrook’s Neighbourhood Plan has now reached an important public consultation milestone where residents, businesses and other interested parties can express their opinion on the policies and proposals within the draft neighbourhood plan.
Bilbrook Parish Council has now submitted its draft Neighbourhood Development Plan to the council, and we are consulting on it under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012.
Comments are invited from organisations and individuals, and other interested parties on the submitted Neighbourhood Plan during the 6-week consultation period. The six week consultation period is open from Tuesday, 14th April and will close at the end of Wednesday, 27th May. Comments must be recieved by this date.
It is the responsibility of South Staffordshire Council to collate all representations and pass them on to an independent examiner, who will look at them and the plan documents when assessing whether the plan meets legislative requirements. If the Examiner is satisfied that the plan passes the tests the plan will then be the subject of a referendum open to residents of the parish to determine whether they support the plan.
Any comments should focus on how the plan relates to the statutorily defined Basic Conditions which need to be satisfied if the plan is to proceed to adoption. In summary, the plan must:
- Have regard to National Policy
- Contribute to the achievement of sustainable development
- Be in general conformity with the strategic policies of the development plan in the area and not result in fewer houses being constructed than if the plan were not to be adopted
- Not breach EU Obligations/Law
- Not have significant adverse effect on a European Habitats site
