Bilbrook Neighbourhood Plan
Bilbrook Parish Council submitted its draft Neighbourhood Development Plan to the council, for consultation under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012.
Comments were invited from organisations and individuals, and other interested parties on the submitted Neighbourhood Plan during the 6-week consultation period. The six week consultation period was open from Tuesday, 14th April and closed at the end of Wednesday, 27th May 2026. Comments must have been recieved by this date. is now subject to an additional consultation between Friday, 10th July, and 12pm midday Friday, 24th July 2026. South Staffordshire Council collated all representations and passed them on to an independent examiner, who will look at them and the plan documents when assessing whether the plan meets legislative requirements. If the Examiner is satisfied that the plan passes the tests the plan will then be the subject of a referendum open to residents of the parish to determine whether they support the plan.
Through their letter dated 2nd July 2026, the Examiner has requested that an additional period of consultation be undertaken relating to the legislative changes which may impact the legal compliance and Basic Conditions requirements for neighbourhood plans. These are set out in detail in Annex 1 of the Examiner's Letter dated 2nd July 2026.
The Regulation 16 Additional Consultation is open for two weeks between Friday, 10th July, and 12pm midday Friday, 24th July 2026. Comments can be submitted using the 'submit my comment' button on this page and submitted before the deadline.
This consultation is seeking views on how the legislative changes as implemented through sections 98 and 99 of The Levelling-up and Regeneration Act 2023 (Commencement No. 11 and Saving and Transitional Provisions) Regulations 2026 which came into force on 25th March 2026. Comments should be in relation to the changes these set out, and as identified in Annex 1 of the Examiner's Letter dated 2nd July 2026, insofar as they relate to the submitted Bilbrook Neighbourhood Plan. Responses should not repeat representations that have already been made in relation to other matters, or raise new matters, as previous representations made to the Regulation 16 consultation still stand.
